With a change of times, I have heard to include email address.  I have
gotten an email answer for one of my request.  The request was to tell me to
send said amount of money to address enclosed.  Got a military document for
this request.

  I have done this about 10 years ago by regular mail, short request in
Italian...I included a small amount of cash, I think about $5.00...I got a
reply with requested information about 6-8 months later....I don't know if
email would work.......
