Newberry Library in Chicago has posted their Atlases of Historical  County 
Boundaries online -  _http://www.newberry.org/ahcbp/_ 
(http://www.newberry.org/ahcbp/)  - -  only Georgia and Tennessee are without entries at this time.

The online  version overlays the historical boundaries on the current 
boundaries  (unless you turn "modern counties" off).  The best part is you select 
the  date and the database does the rest.  This is a great research tool  
and it is FREE.
