Some states will send you anything, others need proof.
My gr-grandfather died in Arizona, but in order to
get his death certificate I had to send them copies of
birth and marriage certificates all the way back to
prove descendency. If they want you to be a member of
a legally incorporated genealogical society, you are.
Tell them you are doing research for the T-I group,
since we share information with each other. If that
doesn't work, try again in a couple months, because
you may get someone else in the office who isn't such
a stickler. That happened to me when getting a copy
of my father's birth certificate. He was still alive,
so the lady in the office wouldn't give it to me. I
went back a couple days later, there was a different
person at the desk, and she handed me the book, I
found the cert., and she made a copy right then. You
never know.
