I created a memory book for my family as a Christmas present two years ago.

I used a publishing program (CS2) but it could have just as easily been done 
in word. I suggest that because then you can paste in photos and add text 
information. I ended up looking like a photo album, including newspaper 
clippings, invites, birth and marriage certificates, and of course lots of 
old photos.

When done, I "printed" the book as an adobe pdf file, thereby making it very 
easy to email.

You can also put the pdf on a CD, which I did and add all the photos 
individually (put them in a separate folder called images). This allows 
others to use the photos more easily.
